Cambrian Heights Traffic Easement and Safety Proposal

Below is a petition prepared by a community resident involving traffic and safety concerns in the 30/32nd avenue district leading down the hill towards Confederation Park recreational area. This petition obtained over 90% support from the residents canvassed. The Cambrian heights Community Board has voted to support this petition encouraging the City of Calgary to undertake a traffic study in relation to the issues identified. We are posting this on the website for a two week period seeking any comments from impacted residents who have not seen this petition. Concerns:

  • Speed of traffic on 32 Ave NW east of 10 St, and on 7 St NW north of Confederation Park crosswalk
  • Traffic “cutting through” neighbourhood on 31 Ave NW
  • Congestion on 31 Ave NW particularly at dog park and junction with 7 St NW
  • Obscured visibility for westbound traffic on 32 Ave at 10 St stop sign due to tree on south side, and fencing on north (dog park)
  • Insufficient lighting for Confederation Park crosswalk on 30 Ave

Considerations:

  • 30/32 Avenue through Confederation Park is an important east-west connector for vehicle traffic, but also a high-use area for pedestrians using the playground, tennis court, dog park, bicycle paths, baseball diamonds and for City of Calgary functions (such as recent YYC Tree Event)
  • Investment in the 32 Ave NW dog park has increased usage and parking, and the tennis courts in Confederation Park have no designated parking or pathway
  • Yield signs are used throughout the neighbourhood between 32 and 30 Aves. between Cambridge Rd and 7 St NW, including at the bottom of hills at 7 St NW

Proposed: (numbers noted on map overleaf)

  1. given that there is no need for non-residential traffic to enter the community between 32 and 30 Aves. and between Cambridge Rd and 7 St NW, that these roads undergo traffic calming measures, such as those used in Crescent Heights between 12 and 16th and Centre and 4th Sts. NW, thus gating entrance for one-way use, with stop signs replacing yield signs
  2. given that speed bumps are used along 30 Ave NW from 4th Street, and on 10 St NW along Confederation park, that they also be installed along the connection between these two: along 7 St NW and 32 Ave NW
  3. that, along with a speed bump to the north, as mentioned in proposal 2, that the crosswalk across 30 Ave. in Confederation Park be lit and with flashing pedestrian signals
  4. that a safe entrance to the dog park on 32 Ave NW be designed, with lit crosswalk into residential area where parking may be done safely
  5. that the tree southeast of the intersection of 32 Ave and 10 St. NW be removed to improve sightline

President’s Message – March 2016

As we enter the last month of the quarter and look forward to Spring the Community Association continues to explore the addition of new events and increased community participation. The growing success of the Polar Party and the celebration of the community’s 60th Anniversary has encouraged the Board to sponsor two new events for 2016.

On March 11th we are planning a wine tasting and educational evening. Helped out by Northmount Liquor we will be tasting 7 wines in various price ranges with breads, meats and cheeses to accompany the wines. Cost for this event on a pre sale basis will only be $10 per member and $20 per non member. At the door this will increase by $5 per person. This is a chance to learn about wines and enjoy a relaxed atmosphere and evening with your neighbours. Participation is key to supplying sufficient wine for this event and thus we need to have advanced ticket sales that may be purchased at Northmount Liquor at 1041 40th Avenue NW.

2016 is the 60th anniversary for the Community. We are currently organizing a 60th Anniversary Picnic/BBQ on September 17th to celebrate this event. We envision at this time serving hamburgers, hot dogs, salads and beverages. This will be a family affair and thus games and activities are planned for both the adults and children. As plans for this event mature we will be providing additional details. Anyone wishing to add suggestions or volunteer to assist in the planning, preparation or helping out with this event please contact Jodi Dixon at social@cambrianheightscommunity.com or anyone else on the Board of Directors. Participation and volunteerism are required to create successful events.

In addition to these events the Community will be hosting the Annual General Meeting on April 28th and our always successful Stampede Breakfast July 16th. New events are being discussed for 2016-17 already and we encourage anyone with ideas or suggestions to contact the Board at cambrianheights@gmail.com or attend one of our Board meetings the first Monday of every month other than July and August.

The Community Association continues to offer a $100 maximum grant for community block parties. This grant will be provided to a maximum of 10 such block parties over the 2016-17 fiscal years (April/2015-March/2017). Application for this grant can be made through the community email address. Costs will be reimbursed (excluding alcoholic beverages) with receipts pertaining to organized block parties with broad attendance of all age groups. We encourage you to access this funding and create your own block event for the spring, summer or fall.

The City of Calgary has initiated a number of planning and development issues that will effect our community either directly or indirectly. We encourage everyone to visit the following resources to understand and appreciate how these changes will improve and impact the enjoyment and lifestyle within our community. The City plans a new bikeway on Northmount Drive through the communities of Triwood, Charleswood and Brentwood connecting the bike path to the 10th Street path between Rosemont and Cambrian Heights. Information and a feedback form may be found at www.calgary.ca/bikeprojects. The City is also planning a $1.1 million upgrade to Confederation Park this spring. Information on this may be found at http://www.calgary.ca/CSPS/Parks/Pages/Construction/Confederation-Park-Improvements.aspx  Thirdly the City Parks department is launching a new tree planting initiative targeting 25 communities each year over the next 3 years. Cambrian Heights has been selected for this new Re-Tree initiative for 2016. We also encourage all residents to keep informed on the Green Line North LRT project as it will in the future impact the public transportation within our community. As we have previously discussed in these monthly messages our Planning Committee continues to be active in regards to monitoring the issuance of Development Permits (“DP’s”) by the City in our community. This activity covers the gauntlet from secondary suites in RC-1 neighbourhoods, to best guidelines for maintaining the identity of our community with the growth and densification, to long term transportation issues. Everyone should remain vigilant as to developments within their streets and if there are questions or concerns write to the community association (cambrianheights@gmail.com) or contact Daryl Beatty or Gary Wilson of the Planning Committee.

We continue to request that If you witness any off road vehicular activity through our community green spaces that you contact the community at cambrianheights@gmail.com or the police at 311 or 403-266-1234. This activity is both dangerous and damaging to these parks.

The website now provides memberships to be subscribed over the internet for convenience of the residents. Our new year begins January 1st and we encourage all existing members to renew via the website. There is also an ability for all residents who wish to receive email notifications of special events or issues of interest to the community to register without becoming members. We encourage all residents to participate in the community activities and future events and program planning by joining the association and communicating your thoughts either through emails or by attending one of our Board meetings which are always open for residents. Our next meeting will take place  Monday April 4th. at the Georgina Thomson  building on 14th Street and Northmount Drive NW at 6:30PM.

We have also registered our first two Corporate sponsors whose membership in the Community hopefully will encourage others. The Edelweiss Pre School and Northmount Liquors are participating commercial enterprises we encourage our community residents to support. We anticipate adding additional memberships over the first quarter of this year to better connect the community as a whole.

Polar Party 2016 a Roaring Success

Warm Thanks to all that Came and all that Volunteered

Wow was it cold for the Polar Party on January 16th.  We’d like to give a really big thanks for those who dressed for the cold and came out to celebrate winter.  We know it could have been easy to shrug the event off and stay indoors – leaving us with a large amount of hot chocolate to drink ourselves. So “yea” to our Community and Canadian spirit.

This year we had some great support from Jessica and Chris who kept us moving with skating and snow games.  Of course none of this would have been possible without great ice – Scott, Ryan and the rest of the ice team created 2 fantastic sheets.  It has been great to see so many people out skating throughout the season – a testament to “if you build it, they will come”.  Lastly, thanks to the Community Association and volunteers who stayed for the duration of the event tending fires, topping up cocoa and keeping the music playing. Thanks also to Jim Tubman who added to the photo gallery!

Confederation Park Improvements

Improvements to Confederation Park, one of Calgary’s significant cultural landscapes, are scheduled to begin in the spring of 2016. Lighting, pathway and seating improvements are currently in development as identified in the Confederation Park Management Plan. The plan guides The City’s annual work plans for the management and maintenance of the park. Approximately 50 per cent of the recommendations have been completed.

Further enhancements are also being considered for 2016/2017, to work within the Project’s budget of $1.1 million. A Public Art component will be incorporated in 2017 in alignment with The City’s Public Art Policy.

Confederation Park was created in 1967 to commemorate the centennial of Canada’s Confederation. Today, 50 years later, this park is one of Calgary’s most beloved parks, and has been evaluated by the Calgary Heritage Authority and placed on Calgary’s Inventory of Historic Resources.

Clearing Snow and Ice from Sidewalks

Clear and safe sidewalks are essential for many Calgarians, especially those with disabilities, older adults, and children who walk to and from school. Under the Street Bylaw 20M88, the owner(s) and/or occupant(s) of a private property are required to clear snow and ice from sidewalks in the front or to the side of their property within 24 hours of a snowfall. If the sidewalk is not cleared within that time, The City may have the snow and ice removed from the sidewalk at the property owner’s expense. If you own a rental property, you are responsible for ensuring that adjacent sidewalks and pathways are cleared.

Snow Angels

Keeping sidewalks shovelled, ice-free and safe can be very challenging for older adults and other Calgarians who have limited mobility. The Snow Angels campaign encourages citizens to clear snow and ice from the sidewalks of their neighbours who may be less able to do it themselves. Watch for people in your neighbourhood who could use help removing snow and ice and lend them a hand. For more information please visit www.calgary.ca/snowangels.

Tips for Shovelling Snow and Ice

  • Stretch before you begin to shovel;
  • Keep warm and wear layered clothing;
  • Use an ergonomic shaped snow shovel to help reduce back pain and make shovelling easier;
  • Space your hands on the shovel to increase leverage;
  • Lift with your knees, not your back;
  • Clearing snow soon after it falls can prevent snow and ice from building up on your sidewalk;
  • After removing the snow, you can apply road salt/de-icer wherever necessary. This makes it easier for pedestrians to walk past your house;

Managing a Hearing Loss

Learning to manage your hearing loss can be a challenging journey.  Sometimes family and friends don’t really understand what you’re going through.  The truth is that hearing loss can be a challenging condition.  Did you know that hearing loss affects 20% of all adults?

Have you ever wished there was someone you could talk to about your hearing loss? A sympathetic ear who understands what you’re going through? Hearing loss is difficult, but that doesn’t mean it needs to happen alone.  There is support to help you navigate through this challenge.  Deaf and Hear Alberta, a not for profit, offers free classes and supports for adults dealing with hearing loss.  Current classes and supports we offer include:

•      Sound Advice: Managing Your Hearing Loss and Beyond Hearing Aids are free classes; go to www.hearalberta.ca to sign up

•      Peer-to-Hear: matches an adult wanting support managing their hearing loss with someone who has successfully managed their hearing loss

At the publishing of this letter the second annual Cambrian Heights Polar Party will have been held on Saturday January 16th at the community ice rink with free rental skates and helmets along with on ice games, a sports equipment swap, fire pits and hot chocolate to keep everyone warm. This event was initiated in 2015 and represented our starting point to add more activities centered around our community hall.

The Planning Committee is working with the Federation of Calgary Communities to evaluate the best guidelines for maintaining the identity of our community with the growth and densification occurring in such mature communities. We all recognize re-development is going to happen as the population of Calgary grows and the City continues to promote growth and densification in the inner city to better utilize existing infrastructure. Your Board remains committed, within the bounds of the existing Land Use Bylaw 1P2007, to retain the green spaces, large trees and general character of the houses in our community. We have made additions to the website to help explain the permit process and have met with City officials to discuss future development. Everyone should remain vigilant as to developments within their streets and if there are questions or concerns write to the community association (cambrianheights@gmail.com) or contact Daryl Beatty or Gary Wilson of the Planning Committee. We have added a special section to our website dealing with the development permit process.

One of our most successful programs is the Yoga class every Wednesday from 7:00 – 8:00PM at the Community Hall. Special Thanks for Energizing Spaces

The Cambrian Heights Community Association would like to think ENMAX and the Federation of Calgary Communities for their generous support through the Energizing Spaces Fund in the purchase of two new energy saving appliances for the Community Hall. The new dishwasher and microwave replaced previous appliances that were cumulatively over 60 years in service.
